The 2025 update that's already changing what you have to price.

AS/NZS 3500 was updated in April 2025 — the same month this platform was built. The new backflow device reclassification under Part 1 Table 4.4 upgrades some previously low-hazard configurations to high-hazard testable. That means more expensive devices, testable by a licensed backflow prevention specialist. On a commercial fitout, that's a $2,000–$5,000 scope item that quotes built to the 2021 standard won't include.

02 · WaterMark

Every fitting needs a WaterMark cert. Most spec documents don't list the right one.

WaterMark certification is mandatory for every plumbing product installed in Australia. The spec document typically references a product category, not a specific WaterMark-certified model. When the product on the drawing doesn't match the WaterMark database — or the equivalent listed is discontinued — you're buying the compliant replacement at whatever the current price is.   • AS/NZS 3500.1:2025Water services. Cold water supply, pressure regulation, backflow prevention (Table 4.4 now reclassifies some configurations to high-hazard testable). Victoria adopted immediately; national mandatory compliance from October 2025.
  • AS/NZS 3500.2:2025Sanitary plumbing and drainage. DWV system design, trap requirements, vent stack sizing, CCTV survey requirements by building class. Key update: revised access point requirements for DN100+ pipework.
  • AS/NZS 3500.3:2025Stormwater drainage. Includes new stormwater detention requirements that interact with local council DCP. Often absent from plumber's scope where hydraulic engineer hasn't provided detention calculations.
  • AS/NZS 3500.4:2025Heated water services. TMV mandatory at all point-of-use outlets in aged care and childcare per Clause 5.9.3. Thermostat settings, legionella temperature management, expansion control. Key hidden scope item on those building classes.

  • AS/NZS 5601.1:2022Gas installations — Type A appliances. Covers gas supply pipe sizing, pressure testing, commissioning, appliance connection, and ventilation requirements. Gasfitting endorsement required in most states.
  • WaterMark 2025WaterMark Certification Scheme — every plumbing product installed in AU must carry WaterMark certification. ABCB maintains the database. Spec substitutions trigger non-compliance.
  • AS/NZS 4020Products for use in contact with drinking water. Applies to all fittings in potable water systems — lead-free requirement, leaching limits. Cross-check against WaterMark DB.

  • WA — Building & Energy — Plumbing Contractor Licence. WA has its own Water Services Act provisions that interact with AS/NZS 3500 in specific ways.
  • SA — Consumer and Business Services — Plumbing Contractor Licence.
  • TAS — CBos, ACT — Access Canberra, NT — DIPL. Each jurisdiction has separate licensing and compliance timing for the 2025 update.
AS/NZS 3500:2025 published 17 April 2025. The same week this analysis was written. Plumbing contractors are actively re-learning the backflow reclassification and TMV requirements.
